The Raven Indigenous Outcomes Fund
is a first-of-its-kind $50 million fund that uses outcomes finance to scale Indigenous-led solutions. Built to support community-driven change, the Fund brings together capital from investors, governments, and philanthropy to fund projects that improve lives—while tying repayment to verified results.

What we fund
Outcomes Fund I supports a growing portfolio of Community-Driven Outcomes Contracts (CDOCs) in areas like:
Clean energy and housing retrofits
Type 2 diabetes prevention and wellness
Employment and training
Climate resilience and adaptation
Each project is designed and led by the community, backed by local knowledge and Indigenous values, and independently verified for results. Governments only pay when outcomes are delivered—ensuring transparency, accountability, and measurable impact.
A model built for results
Outcomes finance is a practical, scalable solution for advancing Indigenous self-determination and achieving long-term outcomes. Here’s how it works:
1. Challenge Defined
Communities identify the issue they want to solve—like high energy bills, chronic disease, or youth unemployment.
2. Solution Co-Designed
Raven supports the community to develop a culturally grounded intervention and a clear business case for results.
3. Capital Deployed
Investors provide up-front financing. Governments commit to repay only if outcomes are achieved.
4. Project Delivered
Community-led delivery is supported by trusted partners. Progress is tracked throughout.
5. Outcomes Verified
Independent evaluators confirm the results. If the project works, investors are repaid. The community keeps the benefits.

Outcomes Fund I is stewarded by Raven Indigenous Outcomes Funds (Raven Outcomes)—an Indigenous-led fund manager backed by a seasoned team with experience across investing, impact measurement, government engagement, and Indigenous systems innovation.
Fifty percent of carried interest is reinvested into Raven Indigenous Impact Foundation (RIFF), deepening community outcomes and advancing long-term capacity building.
